MR. DAVE CAIN
GROUP CEO

Mr. Cain completed a 20-year career in the United States Air Force, filling a myriad of leadership positions and retiring as the Chief of Services Mogadishu (Operation Restore/Continue Hope) in 1994. Upon his retirement, he managed complex, large-scale construction and logistics support projects for Halliburton-Brown & Root in Europe as an International Project Manager, International Director of Logistics, and Deputy Project Manager. Mr. Cain has worked hand in hand with local officials, NGOs, USAID, and countless other agencies in support of infrastructure reconstruction, relocation programs and community support projects in Africa, the Middle East, Hungary, Honduras, and the Balkan region.

He led a staff of 5,500 employees in the Balkans where he was responsible for strategically mapping out directives, creating strategic business plans for expansion and new business development, while finding creative solutions to challenges relating to implementing, managing, and maintaining engineering, construction, and logistics support services for the United States Army valued at over 350 million USD annually. With his scale of services rendered in the Balkans, Mr. Cain has been credited with playing a major role in expanding operations for Kellogg Brown & Root.

Mr. Cain was one of the founding partners of the Recon International Group, building the company from its beginnings to a multi-million-dollar Logistics and Construction Company operating in the Middle East, South West Asia and Africa. He led the Recon International staff of 1,600 employees in completing over $600 million USD in infrastructure and industrial contracts. Mr. Cain has amalgamated his experiences, past performance and relationships with his partners at PDPI and is the Group CEO. He is married with four children and is based in Dubai, U.A.E.

 

MR. SARGON HEINRICH
GROUP PRESIDENT

Mr. Sargon Heinrich is the co-founder of COG. Mr. Heinrich was a co-founder of Kabul and Dubai-based ACCL International, a leading provider of Construction, Life Support Services, Satellite/IT services, and Procurement/Warehousing to government, NGO and commercial entities in Afghanistan.

Mr. Heinrich served ACCL as Executive Vice President from its inception in 2003 until recently, and he remains an equity partner in that company. Prior to co-founding ACCL, Mr. Heinrich served as President and Principal of several companies he founded and eventually sold, the most recent being Monolith Interactive Solutions, which was purchased by internet logistics provider iLink Global in 2000.

Previously, Mr. Heinrich spent thirteen years with Bechtel Corporation leading domestic and international project management, public relations, project finance, and business development activities. These experiences culminated in his coordination and management role in the extinguishing of Kuwait oil fires after Operation Desert Storm in 1991-1993. Mr. Heinrich is based in Dubai.

 

MR. RICHARD WILSON
GROUP COO

Mr. Richard Wilson is a co-founder of COG. Mr. Wilson has served as the Chief Executive Officer of ACCL International for 3 years, prior to which he was Chief Operating Officer of that company. Previously, Mr. Wilson was Vice President for RA International, a provider of construction and life support services in Africa and the Middle East, and whose Afghanistan operations ACCL acquired in 2012.

Mr. Wilson also completed a successful and accomplished career in the Royal Navy as a Marine Engineer in 2008, after 30 years of service. Notably he served as the Liaison Officer for Souda Bay, Crete where he was responsible in Southern Europe for engineering, logistical and operational support to NATO ships operating in the eastern Mediterranean.

In 2003 he was re-appointed to the UK’s then Flag Ship HMS Illustrious, where he served as the Marine Engineering Department Coordinator, responsible for the complete set up of departmental management structures and implementing the training of crew prior and during formal assessment periods. Mr. Wilson is based in Dubai and makes his home in the United Kingdom

 

MR. SOMA KUMAR
GROUP CFO

Mr. Kumar is the Chief Financial Officer at PDPI. He is a finance professional with over two decades of experience in all aspects of finance with additional responsibility overseeing global procurement, infrastructure development and the compliance function. He has held several leadership positions managing strategic initiatives, financial planning, treasury, insurance, global taxation, investor relations, business finance, contracting, legal and compliance. He has participated in various programs including the Leadership Program conducted by Hewlett-Packard throughout his professional career.

Mr. Kumar was an integral part of the leadership team at the Recon International Group, building the company from its beginnings to a multi-million-dollar Logistics and Construction Company operating in the Middle East, South West Asia and Africa. Mr. Kumar also served at Baker Hughes and Seven Seas in the U.A.E.  He is married and has two children and is based in Dubai, U.A.E.

 

MR. PAUL STUKEL
EVP STRATEGY & FINANCE

Mr. Paul Stukel is a co-founder of COG. Mr. Stukel has acted in various roles to ACCL International since its inception in 2003, including Acting Chief Financial Officer and, most recently, Senior Advisor.Mr. Stukel is also the founder of Nexxus Publishing LLC, a Chicago-based, multi-faceted corporation that integrates media, marketing and online retailing, and which is a portfolio company of COG. Mr. Stukel was previously the Co-Founder and President of iLink Global, a Chicago-based provider of internet-based transportation management systems and on-line logistics services, which was ultimately sold to a publicly-traded company in late 2000.

Prior to iLink, Mr. Stukel was the Senior Director for Strategic Assessment for The HAVI Group, an Illinois-based $4.0 billion logistics, manufacturing and marketing company. Prior to his work for HAVI, Mr. Stukel spent approximately 10 years at PriceWaterhouse (now PriceWaterhouseCoopers) in both Chicago and London. Mr. Stukel received his CPA certification in 1989. Mr. Stukel is based in Chicago, Illinois.

 

ENGINEER NASSER
EVP INTERNATIONAL DEVELOPMENT

Engineer Nasser Al Arife has over 10 years’ experience in leading and directing the business operations of the Al Arife Group which include commercial and residential real-estate developments, transportation and logistics operations, engineering and industrial services. Engineer Al Arife joined Project Delivery Partners International team as the Executive Vice President to help grow the company and diversify its offerings. Engineer Al Arife has a Bachelor of Science (BS) degree in computer science and information systems from the King Saud University, KSA.

Engineer Al Arife has been a project manager at the Saudi Arabian Monetary Agency (SAMA) and was instrumental in establishing the North Regent Cement Group with operations in four countries. Engineer Nasser Saud is married and is based in Riyadh, Kingdom of Saudi Arabia.

 

MR. JOHNATHAN LEWIS
EVP BUSINESS DEVELOPMENT & STRATEGY

Mr. Lewis started his career in the automotive & retail sectors acquiring a vast knowledge in procurement, sales, marketing and advertising. Moving to the United Arab Emirates in 2003, Mr. Lewis establish Beaufort Consultancy and established a successful business developing modular accommodation, advanced construction systems, new build-technologies systems with concrete pre-cast systems and pre-engineered steel construction system in the Middle East and Africa.

Mr. Lewis started acquiring land and developing modular accommodation developments focused on Serviced Hotel Apartments & Student Accommodation. He has completed several successful projects in the U.A.E. and in several cities in the United Kingdom. With his vast business relations around the world, Mr. Lewis is adding significant value to the PDPI’s international business development program focusing on growth across all sectors. Mr. Lewis is now focusing the PDPI international business development team on opportunities in the UK, Europe, Middle East and Africa. He is married with two children and is based in London and Dubai, U.A.E.

 

MR. TONY DUNN
VP FINANCIAL STRATEGY & INVESTMENT 

Certified chartered accountant with Arthur Andersen in the early 1990's, Mr. Dunn has spent the last 25 years focused on the provision of corporate finance advice to entrepreneurs, management teams and institutions. Mr. Dunn spent 10 years with KPMG prior to accepting a position as a partner with Grant Thornton. After 7 years with Grant Thornton, he established his own boutique advisory practice with two of his colleagues.

Mr. Dunn has worked across several sectors and brings with him a commercial perspective on businesses strategy and business growth with an entrepreneurial view. He is focused on understanding where the value lies within PDPI’s businesse sectors and extracting that to ensure an optimal return to shareholders. Mr. Dunn leads the PDPI financial team that works to provide its client with financing options through commercial and governmental sources. This is a key element in the PDPI delivery system of EPC+F, PPP, BOT and traditional commercial projects. He is married with three children and is based in London.

 

MR. RALF SCHIFFER
VP OF INTERNATIONAL PROJECTS

Mr. Schiffer has more than 27 years of experience in the Aviation sector, most of them being served at the senior/executive level. He has worked in various capacities starting with Head/Project Manager of IT Projects. He rose to Chief Executive Officer in the Aviation sector of Fraport. In Fraport, Mr. Schiffer was responsible for many key deliverables, including profit center head for airport services and development. He has experience developing public-private-partnership (PPP) projects in Airports and Real Estate. Mr. Schiffer's experience includes development planning, construction site management, ensuring compliance with quality standards and monitoring design and construction activities.

Mr. Schiffer's program and project management experience in Airport Management and Services, as well as in Real Estate, are based on GMP, Prince/2 and PMI. He developed strategic procedures for testing and commissioning of complex infrastructures to enable effective performance of business. Under his leadership, King Khaled International Airport updated the overall Master plan including Airside, Terminal and Landside facilities as well as commercial area for Airport City development. He has experience making management decisions in the most challenging conditions and in multicultural environments. Mr. Schiffer has experience in Egypt, Saudi Arabia, Philippines, USA, China, Luxemburg and Greece.

 

DENNIS FOLDEIS
VP CONTRACTS & COMPLIANCE

Mr. Foldeis brings 40 years’ experience as director of contracts, program manager, contract management and compliance on prime contracts, IDIQ, cost plus, fixed price contracts in construction, aerospace, defense and international contracts in excess of one billion U.S. dollars for the U.S. Army, U.S. Air Force, NASA, DOD, DOJ, DOS and commercial clients. Mr. Foldeis’s thorough understand and knowledge of commercial and government contractual terms & conditions, federal acquisition regulations, cost accounting standards and pricing is instrumental to PDPI and its clients maintaining strict adherence to contract terms and conditions.

Mr. Foldeis has spent over 10 years in Middle East and Africa, 3 years on FMS case with Northrop for Saudi Arabia ITAR / EAR and over 3 years in Bosnia, Hungary and Croatia for the U.S. Army, NATO and UN. Mr. Foldeis has an MBA in Contracts with a heavy emphasis on legal teachings and is a multi-engine pilot, he is married and is based in Dubai, UAE.

 

MR. HOWARD DAVIS
VP PROJECT SUPPORT SERVICES

Mr. Davis Howard has twenty plus years of experience in operational, administrative and financial positions in manufacturing, service, construction and oil & gas industries. He has spent the last ten years supporting governmental contracting in a variety of senior operational positions in the Middle East and Africa, South West Asia and North America. Mr. Davis was previously with for DynCorp international at Corporate HQ, INL Air wing contract (Aviation), and ACAS CivPol Program.

Mr. Davis brings a wealth of knowledge to PDPI by blending operational and administrative experience to the day to day operations. Mr. Davis earned a BA in Business Administration majoring in Management and minor in Political Science with honors of cum laude from Wilmington College. He is married and based in Dubai, U.A.E.
